If the bill's date falls between 1965 and 1991, you can use the Old Committees, Minutes, and Exhibits tab on the Research Library's homepage to locate relevant materials. Here's how:
Step 1: Access the Indexes
- Navigate to the Old Committees, Minutes, and Exhibits section on the LCB's website.
- Select the year you are researching.
- You'll find:
- Indexes of bills discussed in both the Assembly and Senate.
- Links to the committee minutes.
- Start your research with the Indexes to identify when and where your bill was discussed.
Example:
Using the 1971 Index of Bills Discussed in the Assembly, you can find:
- A.B. 96 was discussed in the Assembly Committee on Agriculture on:
- January 28
- February 4
- February 9
- February 23
Make a note of all dates and the committee name.
Step 2: Locate the Minutes
- Return to the Old Committees, Minutes, and Exhibits page.
- Select the link for the relevant year and legislative body (e.g., 1971 Assembly Committees).
- Choose the committee your bill was assigned to (e.g., Assembly Committee on Agriculture).
- Locate the minutes for the dates your bill was discussed.
- The minutes are provided as PDFs, ready for download.
Example:
By selecting the Assembly Committee on Agriculture and scrolling to the dates identified in Step 1, you can access the minutes as linked PDFs.
Important Notes:
- Not all committee minutes and exhibits are available online.
- For instance, 1987 materials are still unavailable online. However, the Law Library has these documents on microfiche for in-person access.
